Designates June 27 of each year as Posttraumatic Stress Injury Awareness Day in North Carolina.

Requires parental consent for disposition of fetal remains resulting from accidental injury, stillbirth, or miscarriage, with consent obtained from mother first, then father if mother unable to consent within seven days.

Limits fetal remains that developed beyond completion of second trimester of gestation to burial or cremation only, effective January 1, 2020.

Authorizes the Department of Health and Human Services, Department of Justice, local health departments, and local law enforcement agencies to engage third-party toxicology laboratories to obtain data on prescription and illicit drug usage trends to guide drug treatment and law enforcement resource delivery.
