Replaces North Carolina's appraiser education requirements with the Appraisal Foundation Appraiser Qualifications Board standards for trainee registration, licensure, and certification levels.

Authorizes the North Carolina Appraisal Board to collect fees required under 12 U.S.C. § 3338 from appraisal management companies to register on the federal Appraisal Management Company National Registry.

Prohibits appraisal management companies from requiring appraisers to prepare appraisals when the appraiser has a direct or indirect financial interest in the property or transaction.

Bars appraisal management companies from having financial interests in properties or transactions involving consumer credit transactions secured by a principal dwelling.

Modifies the Job Maintenance and Capital Development Fund to allow heritage manufacturing employers operating in tier three areas who relocate to tier two areas to receive grants with unequal annual payments deviating from standard factors.
