Authorizes the reinstatement of the Mountain Island Lake Marine Commission by Gaston, Lincoln, and Mecklenburg Counties through joint resolution.

Modifies commission structure to allow participating counties (those that have adopted resolutions and not withdrawn) to appoint seven members distributed based on relative population, with three-year terms and two consecutive term limits.

Requires modifications to joint resolutions to be made only with unanimous consent of all participating counties, and allows individual counties to unilaterally withdraw with 90 days' notice at the end of any budget period.

Establishes that commission meetings must be held on a rotating basis in all participating counties with equal frequency, and subjects the commission to North Carolina's Open Meetings Law.

Applies exclusively to Gaston, Lincoln, and Mecklenburg Counties and takes effect upon becoming law.
