Creates a Study Committee on the Distribution of Voting Power in Metropolitan Planning Organizations and Rural Transportation Planning Organizations with five House members and five Senate members, each chamber designating one cochair.

Committee shall study how Metropolitan Planning Organizations and Rural Transportation Planning Organizations distribute voting power among members and examine how other states regulate such voting distributions.

Committee shall investigate methods to ensure regional governance under weighted voting structures, quorum determination by members present instead of weighted vote, and methods to achieve equal voting power for each municipality.

Committee shall report findings and any proposed legislation to the 2020 Regular Session of the General Assembly and shall terminate upon filing its final report or upon convening of the 2020 Regular Session, whichever is earlier.

Committee members receive subsistence and travel expenses, professional staff support from the Legislative Services Commission, and clerical staff assigned by the House of Representatives.
