State Board of Education, in consultation with the State Superintendent of Public Instruction, shall study reporting methods used for school accountability on North Carolina annual school report cards.

Study shall examine feasibility of reporting school achievement and school growth separately rather than combined.

Study shall analyze graphical reporting methods that display the intersection of school, local administrative unit, and state achievement and growth scores.

Study shall evaluate including school achievement and growth scores for the prior two school years in annual graphical reporting to show individual school progress.

State Board and Superintendent must submit final report with recommendations to the Joint Legislative Education Oversight Committee by February 15, 2020.
