Modifies gender-proportionate appointment reporting requirements under G.S. 143-157.1 to apply only to boards designated as nonadvisory by the State Ethics Commission, rather than all statutorily created public bodies.

Requires state boards to submit annual reports to the Secretary of State by September 1 disclosing the number and gender breakdown of appointments made, with the Secretary generating a composite report by December 1.

Establishes that each appointing authority must designate a person to retain applications and make applicant gender and qualifications information available for public inspection during reasonable hours.

Requires local governments to report appointments to 36 specified local boards by September 1, submitted on behalf of the appointing authority by the clerk to the Secretary of State.

Repeals Section 24(a) of S.L. 2016-125 regarding modifications to industrial commissioners' terms and becomes effective immediately upon enactment.
