Establishes new procedure for Department of Transportation acceptance of subdivision streets located outside municipal limits, requiring engineer certification of conformity with approved construction documents and Department standards within 30 days of receipt.

Requires developers to establish a performance guarantee of no more than 15% of reasonably estimated construction costs within 30 days of street acceptance, with guarantee amount determinable by licensed architect or engineer report.

Mandates Department inspection of accepted streets at one-year anniversary to identify deficiencies, with developers having 30 days to correct issues; performance guarantee released upon approval or after two years from receipt.

Requires Department to provide each county necessary information to compile and operate a County Public Street Information Database by January 1, 2020, updated monthly, showing status of roads as federally maintained, state-maintained, city-maintained, or pending public acceptance with or without financial consideration.

Directs Department to update its Subdivision Roads Minimum Construction Standards Manual by July 1, 2020 and regularly thereafter to reflect current federal and state law and applicable judicial decisions, with all updates reported to the Joint Legislative Transportation Oversight Committee.
