Authorizes counties to adopt ordinances allowing destruction of firearms turned over to law enforcement agencies pursuant to specified statutes (G.S. 15-11.1(b)(4), 15-11.2(d)(1), or 14-269.1(4b))

Authorizes cities to adopt ordinances allowing destruction of firearms turned over to law enforcement agencies under the same statutory provisions

Adds destruction as a disposition option for firearms in criminal cases when the possessing law enforcement agency is located in a city or county with an adopted ordinance authorizing destruction

Requires law enforcement agencies to maintain records and inventories of all firearms received and to specify which firearms have been destroyed

Becomes effective December 1, 2019, and applies to firearms seized, confiscated, received, or found on or after that date
