State Board of Education must adopt a uniform policy for unpaid meal charges across local school administrative units that guarantees students are not denied nutritious meals due to unpaid charges

Appropriates $3,000,000 in recurring General Fund dollars to the Department of Public Instruction for the 2019-2020 fiscal year to provide school lunches at no cost to all students qualifying for reduced-price meals in National School Lunch Program schools

Department of Public Instruction may use excess National School Breakfast Program funds if the appropriated amount is insufficient to cover lunch costs for reduced-price meal-eligible students

Effective upon enactment and applies beginning with the 2019-2020 school year
