Division of Motor Vehicles authorized to distribute temporary registration plates through commission contractors, who shall be compensated at the established transaction rate and provided necessary forms, equipment, and supplies.

Security interest notation applications signed by debtors may use electronic signatures without notarization if submitted by a licensed or regulated lender with a Division-issued lienholder identification number; applications without debtor signatures do not require documentary evidence of security interest under the same conditions.

Division and commission contractors are held harmless from liability for fraudulently or erroneously placed security interest notations; entities offering electronic signature processes assume all responsibility and liability for signature accuracy.

Dealers may submit temporary registration plate applications electronically starting October 1, 2020, with methods for electronic signature included; Division shall not require fingerprints for criminal history record checks of license applicants or renewals.

Motor vehicle dealer licenses remain valid for up to 30 days after expiration while renewal applications are pending; persons whose licenses are revoked solely for failure to pay fines may apply for limited driving privileges valid up to one year, provided they have not received such a privilege within the prior three years.
