Requires a court order supported by findings of fact that a person is able to pay before the Division can revoke a driver's license for failure to pay fines, penalties, or court costs.

Adds a new condition allowing license restoration after 12 months have passed since revocation for non-payment cases, even if the debt remains unpaid.

Requires courts to afford defendants a hearing or trial within a reasonable time and upon motion must order such proceedings within a reasonable timeframe.

Extends the reporting deadline for failure to appear from immediate to 20 days after scheduled appearance, and establishes a 40-day deadline for reporting non-payment of fines, penalties, or costs.

Exempts indigent persons from paying restoration fees when relicensing following revocation orders under this section or related statutes.
