School Safety Omnibus (S5) - Summary

• Applies school safety requirements to all public schools, charter schools, regional schools, laboratory schools, innovative schools, and schools operated by universities, with private schools strongly encouraged to adopt similar measures.

• Establishes threat assessment teams at each public school to identify and assess students posing safety risks, with procedures for parent notification, law enforcement involvement, and mental health referrals based on risk level (low, moderate, high, or imminent).

• Requires annual facility vulnerability assessments for each school building using a checklist tool developed by the Center for Safer Schools to identify operational vulnerabilities.

• Mandates at least one trauma kit per classroom with items like bleeding control dressings and chest seals, with biannual training for school personnel on proper use and an online tracking system for kit inventory and usage.

• Transfers up to $1.5 million from the Department of Public Instruction to the Department of Public Safety for implementation of a digital panic alarm application for schools.
