Adds legal definition of "energy storage equipment" to North Carolina law, including batteries, flywheels, electrochemical capacitors, compressed air storage, and thermal storage devices capable of storing and releasing electric power.

Allows energy storage equipment to be added to renewable energy generating facilities without triggering material modification requirements under interconnection procedures, provided equipment connects to DC side, AC rating remains unchanged, and total output does not exceed maximum export capacity.

Requires North Carolina Utilities Commission to initiate proceedings within 60 days to expedite energy storage interconnection, determine if new utility tariffs are needed for energy storage operators, and review utility restrictions on energy storage design and operation.

Modifies property tax law to allow 80% valuation reduction for energy storage equipment connected to solar energy systems, matching existing tax treatment for solar installations.

Becomes effective upon enactment.
