Defines "electric vehicle charging station" as a public or private parking space with charging equipment designed to transfer electric energy to an electric vehicle battery or energy storage device.

Prohibits parking vehicles in electric vehicle charging stations on public or private property unless the vehicle is connected to the charging equipment.

Requires electric vehicle charging stations to be marked with vertical signage identifying them as EV charging stations, consistent with the Manual on Uniform Traffic Control Devices for Streets and Highways.

Establishes violation as an infraction with a $100 fine; allows municipalities to establish higher penalties and additional prohibited conduct through local ordinance.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
