Establishes a state goal that 100% of North Carolina's total retail electricity sales shall be generated from renewable energy resources by December 31, 2050

Requires the State Energy Office, in consultation with the North Carolina Utilities Commission and Public Staff, to develop a plan to achieve this goal and submit it to the 2020 Regular Session of the General Assembly

Cites climate change impacts including 1.0 degree Celsius global temperature increase since 1880, Hurricane Florence's $13 billion damage to North Carolina in 2018, and the need to create green jobs through clean energy transition

Notes North Carolina's existing renewable energy capacity including 1,140 megawatts of installed solar capacity in 2015 (ranking second nationally) and 6,000 solar industry jobs

Becomes effective upon enactment
