Increases the enrollment fee for accredited drug education schools from $150.00 to $275.00 effective immediately upon passage.

Establishes automatic fee adjustments beginning July 1, 2024, and every five years thereafter based on the Consumer Price Index for All Urban Consumers, adjusted by rule by the Commission for Mental Health, Developmental Disabilities, and Substance Abuse Services.

Clarifies that drug education schools (rather than area mental health authorities) collect and retain fees, with 10% of fees remitted monthly to the Department of Health and Human Services for curriculum and school administration.

Specifies that fees retained by drug education schools must be used for operation, evaluation, and administration of their respective schools, with excess funds directed to other drug or alcohol programs.

Becomes effective July 1, 2019.
