Prohibits exploration, development, and production of oil and natural gas in North Carolina's estuarine and ocean waters extending to the limits of State jurisdiction.

Prohibits construction or operation of offshore fossil fuel facilities in State coastal waters, including drill ships, floating platforms, pipelines, and associated equipment.

Prohibits sale, lease, or disposition of submerged lands in State estuarine and ocean waters for oil and gas exploration, development, or production activities.

Extends strict liability for offshore oil spills and discharges to include exploration, development, and production activities occurring in waters beyond State jurisdiction that affect coastal fishing waters.

Requires immediate notification to State emergency management and environmental quality officials within two hours of any offshore discharge related to oil and gas operations.
