Establishes certification requirements for individuals receiving compensation for reflexology services in North Carolina, with exceptions for students and recent graduates of nationally recognized programs completing training within the past six months.

Requires valid, up-to-date certificates from the American Reflexology Certification Board to be displayed prominently at all places of business offering compensated reflexology services, with practitioners carrying certification cards when performing services off-site.

Mandates that all public advertising for reflexology services identify that services will be performed by a certified reflexologist and include the name of the certifying entity.

Exempts state-licensed professionals (massage therapists, physicians, chiropractors, acupuncturists, physical therapists, cosmetologists, registered nurses, and other licensed professions) from these requirements if reflex area application comprises no more than 25% of their work.

Imposes civil penalties of up to $5,000 per violation for individuals and businesses, with businesses also subject to license suspension for up to 90 days, effective January 1, 2021.
