Authorizes the Town of Elon board of aldermen to adopt ordinances allowing each hour a vehicle remains illegally parked in an on-street parking space to be treated as a separate offense with individual tickets issued for each violation.

Permits the board to establish ordinances requiring vehicles towed for parking violations to be held until towing fees and all outstanding parking tickets and penalties are paid in full or a bond is posted for those amounts.

Allows payment of towing fees and parking penalties without constituting a waiver of the person's right to contest the towing or the parking violations.

Authorizes use of wheel locks and towing on vehicles with one or more outstanding, unpaid, and overdue parking tickets for a period of 45 days, with an immobilization fee not to exceed $50.00.

Exempts the Town from responsibility for any damage to immobilized vehicles resulting from unauthorized attempts to free or move them.
