Requires public schools, charter schools, regional schools, and laboratory schools in North Carolina to allow patriotic society representatives to speak with students at the beginning of each school year during instructional hours for no more than one hour.

Defines "patriotic society" as a group or organization listed in Title 36 of the United States Code that is a youth membership organization with an educational purpose aligned with the standard course of study and promoting civic involvement.

Requires patriotic society representatives to provide oral or written notice to school principals/administrators of their desire to speak with students, with principals/administrators providing oral or written approval of the specific day and time.

Applies to all school types in the state: standard public schools, charter schools, regional schools, and laboratory schools through amendments to the relevant state statutes.

Effective when signed into law and applies beginning with the 2019-2020 school year.
