Appropriates $19,872,000 in nonrecurring funds for fiscal year 2019-2020 and $19,872,000 for fiscal year 2020-2021 to the Department of Health and Human Services, Division of Social Services for temporary financial assistance to residential care facilities licensed to accept State-County Special Assistance payments.

Provides monthly payments of $184.00 per resident per month to eligible facilities, with counties required to pay 50% of the cost of providing these monthly payments to the state.

Restricts use of payments strictly to offsetting costs of serving State-County Special Assistance recipients and limits payments to the period from July 1, 2019, through June 30, 2021, or until allocated funds are depleted, whichever is earlier.

Excludes residents whose eligibility for State-County Special Assistance is pending and caps administrative expenses at $250,000 per year for the 2019-2021 fiscal biennium.

Clarifies that the appropriation creates no obligation for future funding and no entitlement for facilities or residents to receive assistance beyond June 30, 2021.
