State Board of Education must adopt rules allowing public high school students without a specific sport at their school to participate in that sport at the closest public high school offering the program.

Private school and home school students may participate in sports at their base public high school or, if that school lacks the program, at the closest public high school with the program.

Public high schools may charge reasonable participation fees to students not enrolled at the school, with fees approved by local boards of education.

Local boards of education must include rules allowing high school students from home schools or private schools to participate in extracurricular activities not offered at their schools at nearby public high schools offering those activities.

Effective date is the 2019-2020 school year, with all fee schedules for non-enrolled student participation to be reported to the Superintendent of Public Instruction.
