Requires at least one qualifier or qualifying party of building contractors, residential contractors, and unclassified contractors to complete 8 hours of continuing education annually as a condition of license renewal, beginning January 1, 2020.

Mandates 2 hours of Board-approved mandatory courses each year and allows 6 hours of elective courses, with qualifiers able to carry forward up to 4 hours of unused elective credits to the next calendar year.

Requires continuing education to be completed between January 1 and November 30, with a 90-day grace period; failure to complete results in license invalidation until requirements are met.

Permits licenses to be placed in inactive status if licensees choose not to complete continuing education, though inactive licensees must still pay annual renewal fees; reactivation requires 8 hours of education within 2 years or 16 hours after 2 years of inactivity.

Establishes Board authority to approve course content, accredit providers, charge fees (up to $25 per credit hour for initial course review and $5 per credit hour per participant), and modify requirements for certified illness or undue hardship.
