Appropriates $5,000,000 in nonrecurring funds for each year of the 2019-2021 fiscal biennium to the Department of Health and Human Services, Division of Mental Health, Developmental Disabilities, and Substance Abuse Services for supplemental assistance to group homes.

Provides monthly payments not exceeding $464.30 per resident who lost Medicaid-covered personal care services (PCS) eligibility on or after January 1, 2013, and has continuously resided in a licensed group home since December 31, 2012.

Restricts payments to supervision and medication management services only and terminates all payments on June 30, 2021, or upon depletion of the $5,000,000 appropriation, whichever occurs first.

Requires the Department to submit a report by September 1, 2019, listing funding sources for participating group homes and presenting a plan for sustained funding beyond the 2019-2021 biennium.

Becomes effective July 1, 2019, and clarifies that this appropriation creates no obligation or entitlement for future funding.
