Permits possession and use of consumer fireworks (1.4G devices meeting federal safety standards) by persons 18 years or older in North Carolina, subject to local ordinances and time/location restrictions.

Establishes permitting system for fireworks retailers, distributors, and sparkling device retailers, requiring minimum $5,000,000 liability insurance, compliance with NFPA standards, fire safety plans, and employee safety training.

Restricts use of consumer fireworks to 10:00 A.M. to 10:00 P.M. on most days, with exceptions allowing use until 12:00 A.M. on July 4 and until 12:30 A.M. on January 1, and prohibits use within 1,500 feet of hospitals, schools, and other sensitive facilities.

Imposes 5% excise tax on consumer fireworks cost price, with 25% of net proceeds directed to Firefighters' Education Fund and remainder to General Fund; permits 2% discount for timely filing and payment.

Increases minimum age for purchasing consumer fireworks from 16 to 18 years and makes violations related to sales to minors a Class 1 misdemeanor.
