Establishes a 60-day deadline for building owners to remedy defects, hazardous conditions, or code violations after receiving notice from a local inspector, replacing the previous "immediately" standard.

Allows local inspectors to grant an additional 60-day extension if material progress has been made by the owner to remedy the defects.

Requires inspectors to provide written notice by certified mail, registered mail, or personal service before holding a hearing on unsafe buildings, with the hearing to be scheduled no sooner than 10 days after notice is given.

Allows inspectors to issue orders to repair, close, vacate, or demolish buildings after conducting a hearing where the owner has the right to present arguments and evidence.

Becomes effective July 1, 2019.
