Senate Bill 574 Summary

• North Carolina State Lottery Commission shall conduct a comprehensive study on gaming in North Carolina, including the feasibility of authorizing and regulating sports betting, on-site betting at horse steeplechases, and creating a gaming oversight commission.

• Study must examine currently prohibited gaming activities, currently authorized gaming activities, and the feasibility of the General Assembly authorizing new gaming activities.

• For sports betting specifically, study must assess current authorizations and restrictions, impacts on tribal games and lottery activities, positive and negative impacts, potential state revenues and expenditures, and appropriate regulation and licensing mechanisms.

• For on-site betting at horse steeplechases, study must examine current authorizations and restrictions, economic development impacts for revitalizing horse steeplechases, potential state revenues and expenditures, and appropriate regulation and licensing requirements.

• North Carolina State Lottery Commission shall contract with an independent third party to conduct the research and report findings, recommendations, and any proposed legislation to the Joint Legislative Oversight Committee on the State Lottery on or before April 15, 2020.
