Directs the Joint Legislative Program Evaluation Oversight Committee to include a study of alternative organizational structures for the Division of Adult Correction and Juvenile Justice in the 2019-2020 Work Plan.

Requires examination of five alternatives: creating separate Departments of Correction and Juvenile Justice; establishing independent Divisions of Correction and Juvenile Justice within the Department of Public Safety; or maintaining a combined Division of Adult Correction and Juvenile Justice.

Study must analyze organizational structure, proposed budget for fiscal year 2021-2022, relevant considerations, full costs including indirect expenses, and implementation plans with timelines for each alternative.

Requires evaluation of how each alternative would impact coordination and cooperation between agencies concerning intelligence sharing, joint law enforcement operations, and training.

Program Evaluation Division must submit findings to the Joint Legislative Program Evaluation Oversight Committee and Joint Legislative Oversight Committee on Justice and Public Safety by November 1, 2020.
