Establishes the North Carolina Classroom Supply Program beginning with the 2019-2020 fiscal year, providing eligible classroom teachers electronic access to funds for purchasing classroom supplies.

Allocates $400 per eligible classroom teacher annually, transferred to individual electronic accounts administered by the Department of Public Instruction.

Eligible teachers include school-based classroom teachers in grades kindergarten through twelfth grade, including teachers for exceptional children and English language learners, but excludes central office staff and administrators.

Restricts program funds from purchasing electronic devices, software, or administrative costs; any supplies purchased become public school property and unexpended funds revert to the General Fund at fiscal year end.

Requires the Department of Public Instruction to establish an electronic system with capabilities for purchase restrictions, automated receipt capture (stored for four years), and crowdfunding options for teachers.
