Freezes Opportunity Scholarship Grant Fund Reserve at $54,840,000 annually for fiscal year 2019-2020 and beyond, eliminating the previously scheduled annual increases.

Reduces Opportunity Scholarship funding by $10,000,000 in fiscal year 2019-2020 and $20,000,000 in fiscal year 2020-2021.

Appropriates $10,000,000 in recurring funds annually for the 2019-2021 biennium to the Department of Public Instruction for local school administrative units to hire additional school-based personnel, allocated based on average daily membership.

Redirects unexpended Opportunity Scholarship funds to the Public School Building Capital Fund instead of reverting to the General Fund, with allocation based on per average daily membership.

Requires the Department of Public Instruction to report annually to the Joint Legislative Education Oversight Committee on use of allocated funds beginning March 15, 2020.
