Authorizes skating rinks and bowling alleys in North Carolina to resume operations during the COVID-19 emergency, provided they existed or were licensed as of March 10, 2020.

Requires indoor capacity be limited to 50% of authorized fire capacity, with daily health screenings and temperature checks for all employees.

Mandates frequent sanitation of high-touch equipment, daily deep cleaning of facilities, EPA-approved disinfectants, hand sanitizer stations with at least 60% alcohol content, and six-foot social distancing measures throughout establishments.

Modifies outdoor food and drink seating capacity limits for restaurants located in minor league baseball stadiums to 10% of spectator capacity instead of the standard 50% indoor capacity or 100 customers, whichever is less.

Requires Governor to obtain majority concurrence from Council of State before exercising emergency powers related to skating rinks and bowling alleys, and before state health or environmental secretaries may order closure due to COVID-19 hazards.
