College of the Albemarle Board of Trustees may expend state-appropriated capital improvement funds, including Connect NC Bond funds, to construct and renovate educational facilities owned by Dare County within the college's service area

Facilities may include razing the existing "Old Manteo Middle School" campus and constructing a multi-use facility on that property for college use

Any constructed or renovated facility must be leased to the College of the Albemarle for a minimum of 30 years, with prorated state fund reimbursement to the college if Dare County terminates the lease without college fault

Board of Trustees may contract directly with Dare County without compliance with G.S. 143-341 (competitive bidding requirements)

Act applies only to capital improvement projects with construction contracts executed before July 1, 2022
