Department of State Treasurer shall study unit assistance lists prepared by the Local Government Commission to identify counties and municipalities requiring assistance

Study shall examine common challenges, expenses, or issues among entities repeatedly on unit assistance lists, including local utility enterprise operations, insufficient fiscal and internal controls, disasters, and management issues

Study shall identify whether legislative or other recommendations can be implemented to mitigate or avoid unsound practices or violations of Chapter 159 of the General Statutes

Department of State Treasurer shall report findings, identified entities and criteria, and any legislative or other recommendations to the Joint Legislative Commission on Governmental Operations by February 1, 2020

Act becomes effective upon enactment into law
