Simplifies eligibility for the Children with Disabilities Scholarship Grant Program by consolidating eligibility requirements and establishing a tiered priority system for awarding scholarships.

Extends eligibility for scholarship programs to four-year-old children who meet specified requirements and whose school principal verifies they meet kindergarten readiness standards under G.S. 115C-364(d).

Increases income threshold for the Opportunity Scholarship Grant Program from 133% to 150% of the federal free or reduced-price lunch program amount.

Modifies Opportunity Scholarship Grant Program distribution to allocate at least 50% of remaining funds to students in households at or below the free or reduced-price lunch income level, with no more than 40% for kindergarten and first grade entrants.

Adds four-year-old eligibility to the Personal Education Savings Accounts program under the same conditions as other scholarship programs, effective for the 2020-2021 school year.
