Authorizes the Department of Natural and Cultural Resources to add the Northern Peaks State Trail to the State Parks System as a State trail under G.S. 143B-135.54(b)

Connects Rivers Park in downtown Boone, Watauga County to Mount Jefferson State Natural Area in Ashe County

Waives the requirement for adequate state appropriations for land acquisition, development, and operations normally required for new trail additions

Permits land acquisition and purchases using existing funds from the Clean Water Management Trust Fund, Parks and Recreation Trust Fund, federal Land and Water Conservation Fund, and other available funding sources

Establishes that laws, rules, and policies of non-state property owners shall govern trail use on segments crossing federal, state, local, or private lands
