Defines Comprehensive Transition Programs (CTP) as higher education programs for students with intellectual disabilities approved by the U.S. Department of Education under the Higher Education Opportunity Act of 2008.

Expands eligibility for the North Carolina Education Lottery Scholarship to include students enrolled in CTP at eligible postsecondary institutions.

Allows CTP students to qualify for University of North Carolina Need-Based Financial Aid grants if they meet other program requirements.

Establishes that CTP students must meet satisfactory academic progress standards to maintain scholarship eligibility for second and subsequent academic years.

Becomes effective July 1, 2019, and applies beginning with the 2020-2021 academic year.
