Move latest school closing date from Friday closest to June 11 to Friday closest to June 1 (or Friday preceding or Monday following if June 1 falls on a weekend)

Allow State Board of Education to waive the August 16 requirement on good cause showing and permit opening dates as early as Monday closest to August 9 (or Friday preceding or Monday following if August 9 falls on a weekend)

Define "good cause" as schools in a local administrative unit having been closed 8 days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies
