Creates new expunction procedure for individuals convicted of Class H or I felonies or misdemeanors (other than traffic offenses) between their 16th and 18th birthdays, allowing expunction upon completion of sentence, probation, and restitution.

Requires courts to hold hearings and, upon finding eligibility criteria met, order restoration of person's legal status and expungement from court records and all law enforcement, corrections, and motor vehicle division records.

Excludes impaired driving offenses and sex offenses requiring registration under Article 27A of Chapter 14 from expunction eligibility.

Eliminates filing fees and costs for expunction petitions under this section and allows individuals with expunged records to deny the conviction occurred without perjury liability.

Effective December 1, 2019, with retroactive application to offenses committed between July 1, 2017, and November 30, 2019.
