Amends North Carolina law to establish definitions and procedures for law enforcement agency recordings including body-worn cameras and dashboard cameras, and specifies when recordings may be disclosed or released.

Requires custodial law enforcement agencies to disclose or release recordings to district attorneys for criminal review, discovery compliance, criminal proceedings, and other law enforcement purposes.

Permits agencies to disclose recordings to municipal/county managers, municipal councils, county commissions in closed session, and citizens' review boards with confidentiality agreements.

Allows extraction of limited still images from recordings for investigative purposes to identify or locate potential criminal suspects.

Adds recordings regulated under G.S. 132-1.4A as a permitted purpose for holding closed sessions under state public body meeting law.
