Defines electric standup scooter as a device with no more than three 12-inch or smaller wheels, handlebars, designed to be stood upon, and powered by electric motor capable of speeds no greater than 20 miles per hour on paved level surface.

Excludes electric standup scooters from the definition of motor vehicle, clarifying they are separate devices subject to different regulatory treatment.

Classifies electric standup scooters as vehicles, making riders subject to applicable traffic laws and provisions in Chapter 20 of North Carolina General Statutes.

Excludes electric standup scooters from insurance coverage requirements in G.S. 58-37-1(6) pertaining to motor vehicles.

Directs the Legislative Research Commission to study regulation of electric standup scooters and scooter-sharing businesses, including local regulatory authority and law enforcement issues, with findings due to the 2020 General Assembly session.
