Revises G.S. 20-54 to require the Division of Motor Vehicles to clearly state the amount required to clear a vehicle title or registration stop in the vehicle records.

Allows vehicle owners to clear stops by paying the required amount to the Division or a commission contractor, with payment accepted in cash or by credit or debit card.

Requires that new vehicle title or registration stops imposed under laws enacted on or after January 1, 2018 do not become effective until the Division states the specific amount needed to clear the stop.

Repeals G.S. 20-50.4.

Becomes effective October 1, 2019.
