Increases B-3 Interagency Council voting membership from 12 to 20 members while maintaining four nonvoting advisory members.

Adds eight new ex officio voting positions: Director of Office of Early Learning, President of NC Partnership for Children, Director of Government Data Analytics Center, President of NC Head Start Association, Director of NC Head Start State Collaboration Office, Director of Academic Programs Section of Community College System, and Program Coordinator for NC B-K Higher Education Consortium.

Removes requirement that one Speaker-appointed public member represent Smart Start and one President Pro Tempore-appointed member represent NC Partnership for Children, leaving only the general requirement to represent early childhood education organizations.

Establishes staggered initial terms with some members serving two years and others four years, with all subsequent terms set at four years beginning November 1.

Takes effect November 1, 2019, applying to appointments made on or after that date.
