Increases foster care assistance payment rates effective July 1, 2020: $514.00 per child per month for birth through age 5 (from $475.00), $654.00 for ages 6-12 (from $581.00), and $698.00 for ages 13-20 (from $634.00)

Further increases foster care assistance payment rates effective July 1, 2021: $553.00 for birth through age 5, $727.00 for ages 6-12, and $761.00 for ages 13-20

Establishes matching increases to the State adoption assistance program using the same graduated rates and effective dates as foster care rates

Appropriates $6,868,758 from the General Fund to the Department of Health and Human Services, Division of Social Services for the 2020-2021 fiscal year to implement the rate increases

Appropriation becomes effective July 1, 2019, while the first rate increase takes effect July 1, 2020, and the second rate increase takes effect July 1, 2021
