Requires jail and confinement facility administrators to hold prisoners for 48 hours upon receipt of an Immigration and Customs Enforcement detainer request if the prisoner is charged with crimes under Article 6, Article 7B, Article 10A, or Article 13A of Chapter 14 of the General Statutes, regardless of pretrial release conditions.

Allows prisoners to be released before the 48-hour period ends if they or another person presents proof of legal U.S. residence or citizenship during that time.

Makes willful failure to query Immigration and Customs Enforcement or willful failure to hold a prisoner for 48 hours as required a Class 1 misdemeanor.

Requires all county jails, local confinement facilities, district confinement facilities, and satellite jail/work release units to report annually to the Joint Legislative Oversight Committee on Justice and Public Safety beginning October 1, 2020, including data on detainer requests, holds, and ICE custody transfers.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
