Clarifies that the Department of Insurance Commissioner shall conduct fire protection inspections of state-owned buildings and properties as required by the North Carolina Fire Code or more frequently if necessary.

Requires the Commissioner of Insurance to notify the Department of Administration in writing of any fire protection defects, conditions, or needed improvements, with DOA required to respond within 30 days indicating whether issues have been addressed or proposing a remediation plan.

Authorizes the Commissioner of Insurance to immediately restrain, correct, or abate violations and prevent occupancy of state buildings that pose an imminent undue hazard to life, safety, or property.

Requires that state building plans comprising 20,000 square feet or more be submitted to and approved by the Commissioner of Insurance for fire safety before approval, in addition to Department of Administration approval.

Mandates the Department of Administration provide quarterly written reports to the Commissioner of Insurance on all state building plans reviewed and approved under the statute.
