Appropriates $2,000,000 in recurring General Fund dollars to NC A&T State University for fiscal year 2019-2020 to support agricultural research and cooperative extension activities.

Funds serve as a state match requirement for federal dollars awarded under the National Agricultural Research, Extension, and Teaching Policy Act of 1977, with a required 1:1 nonfederal-to-federal match ratio.

NC A&T State University is currently receiving federal funds under a temporary waiver due to inability to meet the matching requirement and risks losing millions in federal funding without this appropriation.

Expresses intent of the General Assembly to appropriate additional state funds in subsequent fiscal years as necessary to maintain compliance with the federal matching requirement.

Becomes effective July 1, 2019.
