Senate Bill 641 - Fix Our Democracy

• Establishes a 15-member Citizens Redistricting Commission to adopt congressional and state legislative district plans beginning with the 2020 census, subject to voter approval in March 2020 primary election.

• Implements nonpartisan primary election method for nominating Supreme Court justices and Court of Appeals judges, with candidates advancing to general election based on highest vote totals regardless of party affiliation.

• Extends revolving door period from 6 months to 2 years for former legislators and public servants before registering as lobbyists, effective October 1, 2019.

• Creates Fair Elections Program with public funding grants for state executive and legislative candidates who meet qualifying contribution thresholds and agree to expenditure limits, effective December 1, 2019.

• Establishes online voter registration through secure state website and automatic voter registration at drivers license offices, community colleges, and universities, with various effective dates between December 2019 and January 2021.

• Requires 48-hour advance notice for all legislative committee meetings and directs Legislative Services Officer to develop plan for live video and audio streaming of legislative proceedings.
