Removes license revocation for failure to pay fines, penalties, or court costs, allowing revocation only for failure to appear at trial or hearing.

Establishes civil judgment procedure requiring courts to enter civil judgments for unpaid fines, penalties, or costs 40 days after judgment date, with judgments cancelled when paid in full.

Modifies court reporting requirements to report only failure to appear within 20 days of scheduled appearance or failure to pay within 40 days of judgment date.

Requires joint study by the Division of Motor Vehicles and North Carolina Administrative Office of the Courts by December 1, 2019, on restoring previously suspended licenses and whether civil judgment provisions should apply retroactively.

Effective July 1, 2020, for motor vehicle offenses charged on or after that date.
