Requires all North Carolina state agencies and licensing boards to use the Department of Homeland Security's Systematic Alien Verification for Entitlements (SAVE) Program to verify immigration status of applicants for public benefits.

Mandates that state agencies and licensing boards enter into a memorandum of agreement or computer matching agreement with the Department of Homeland Security to implement the SAVE Program.

Prohibits state agencies and licensing boards from providing public benefits to any applicant starting January 1, 2020, unless the applicant's immigration status has been verified through the SAVE Program.

Restricts public benefits only to qualified aliens under federal law, nonimmigrants, or aliens paroled into the United States for less than one year.

Requires all state agencies and licensing boards to report implementation status to the Joint Legislative Oversight Committee on General Government no later than December 1, 2019, and annually thereafter.
