Prohibits manufacturers from producing, selling, or distributing Class B firefighting foam containing intentionally added PFAS chemicals in North Carolina, effective July 1, 2022.

Bans use of PFAS-containing firefighting foam for training purposes effective July 1, 2020.

Requires manufacturers and sellers of firefighting personal protective equipment to provide written notice to purchasers if products contain PFAS chemicals and retain documentation for at least three years.

Establishes civil penalties of up to $5,000 per violation (or $25,000 if hazardous waste is involved), with repeat offenses subject to penalties up to $10,000 per occurrence and monthly caps of $200,000.

Exempts foam required by federal law, including federal aviation standards, and allows continued use at terminals and chemical plants operated by the manufacturer.
